Markas Utama Militer Irak Diserang NIIS

BAGHDAD, KOMPAS.com – Empat pengebom bunuh diri dari kelompok Negara Islam di Irak dan Suriah telah menginfiltrasi markas pusat militer Irak di barat Baghdad. Akibatnya, seorang jenderal dan lima tentara lainnya tewas.
Polisi dan tentara Irak, Selasa (1/3) mengatakan, markas pusat yang diserang itu adalah milik resimen Angkatan Darat di Haditha, Provinsi Anbar, Senin kemarin. Seorang perwira tinggi, Brigadir Jenderal Ali Aboud, dan satu perwira menengah Letnan Kololne Farhan Ibrahim, serta empat tentara lainnya tewas.
Mayor Jenderal Ali Ibrahim Daboun, Kepala Komando Operasi Al-Jazeera, mengatkan, seorang militant meledakkan dirinya di dalam kantor Aboud. Tiga bom lainnya meledak di tempat terpisah di dalam markas.
Selain menyebabkan enam orang tewas, serangan itu juga melukai tujuh tentara lainnya.
Kolonel Faruq al-Jughaifi, Kepala Kepolisian Haditha, membenarkan kejadian itu. Ia mengatakan, lokasi kejadian tidak jauh dari sebuah dam besar di wilayah itu. Seorang pelaku lagi menyamar dengan menggunakan seragam tentara.
Milisi Negara Islam di Irak dan Suriah (NIIS) telah menguasai sebagian wilayah Irak, termasuk sebagian besar Provinsi Anbar dalam satu serangan besar pada Juni 2014. Namun, wilayah itu sejak pertengahan tahun lalu sebagianya telah direbut kembali oleh militer.
Para pejuang suku dan keamanan merebut kembali Haditha, yang terletak di dekat bendungan terbesar kedua di Irak.
Berkas bantuan serangan udara koalisi AS, militer Irak dan dibantu para pejuang suku telah lebih dari 18 bulan berjuang mempertahan kota itu agar tidak jatuh lagi ke tangan NIIS.

Kolaborasi Perguruan Tinggi dan TNI AL Wujudkan Masa Depan Maritim

BANDUNG, itb.ac.id - Maritim adalah aset bangsa yang berharga. Laut, yang pada umumnya merupakan jalur transportasi dan perdaganga, memiliki komponen seperti air, ikan, dan kehidupan di dalamnya yang menjadi aset bagi kehidupan bangsa. Laut turut menjadi substansi energi yang fundamental bagi energi baru dan terbarukan. Sayangnya, besar potensi laut Indonesia tidak sebanding dengan jumlah sumber daya manusia yang menggeluti bidang ini. 

Upaya untuk memperbanyak ahli maritim dilakukan oleh TNI AL. Pada Rabu (10/02/16) di Aula Barat ITB, Laksamana Tri Ade Supandi, S.E, M.A.P. selaku Kepala Staf Angkatan Laut (KSAL) berkesempatan untuk memberikan kuliah umum terkait hal tersebut. KSAL memaparkan kuliah dengan tema "Sinergitas TNI Angkatan Laut dan Civitas Academica Perguruan Tinggi dalam Optimalisasi Pertahanan Maritim" kepada kurang lebih 500 mahasiswa dari multidisiplin ilmu.

Indonesia adalah negara maritim, yaitu negara yang berhadapan dengan laut dan memiliki laut. Maritim dunia menyatakan lima pilar utama dalam kebijakan maritim: budaya maritim, sumber daya maritim, infrastuktur dan konektivitas maritim, diplomasi maritim, dan pertahanan maritim. Apakah Indonesia sudah memiliki komponen tersebut?

"Ingat lirik lagu 'Nenek Moyangku Seorang Pelaut'?" lempar KSAL pada peserta seminar. Menurutnya, penyuntikan karakter maritim sudah mulai dilakukan lewat lagu tersebut. "Namun hal ini sering terlupakan," lanjutnya. Bahkan, data dari Pelabuhan Perikanan Samudera (PPS) di tahun 2010 menyatakan bahwa orang Indonesia yang menjadi praktisi laut hanya sejumlah 2,3 juta orang. Angka ini tidak mencapai 1% dari jumlah penduduk Indonesia. Padahal wilayah laut Indonesia meliputi 5,8 juta km² atau sekitar 70% dari luas total wilayah Indonesia. Malahan, pemukiman dekat laut sebagian besar merupakan daerah terbelakang. Indonesia belum mengedepankan pembangunan infrastuktur pesisir. 

Modernisasi kekuatan dan kemampuan militer sebagian besar mengarah pada peningkatan kemampuan di lingkungan maritim, antara lain kapal selam, peluru kendali (rudal) antikapal, kapal amfibi/pendarat, dan pesawat patroli maritim. KSAL memaparkan bahwa Indonesia memiliki daftar lengkap permasalahan maritim, dari mulai penyelundupan, perompakan, pencurian sumber daya, dan lain-lain. Indonesia merupakan miniatur kompleksitas ancaman maritim yang ada dunia.

Dibandingkan dengan negara lain, kondisi pertahanan kita sangat tertinggal. Perkembangan modernisasi pertahanan menjadi semacam perlombaan bagi negara-negara lain. Stabilitas keamanan di sektor maritim memicu perkembangan sektor investasi. Sayangnya, Indonesia masih belum bisa menjaga lautnya. "Laut kita masih banyak dijarah negara lain, ini menjadi perhatian utama," ujar KSAL. Ia menambahkan, kesejahteraan, menurut nenek moyang, adalah berasal dari laut. Contohnya, pada zaman Kerajaan Sriwijaya dan Gadjah Mada, kejayaan mereka dimulai saat mereka memperhitungkan potensi ekonomi maritim mereka. 

Perguruan Tinggi dan Kontribusinya Terhadap Maritim 
Pada tahun 2015, ITB dengan dukungan TNI AL telah mendapatkan persetujuan dari International Hydrographic Organization (IHO) sebagai penyelenggara kursus hidrografi  kategori A (CAT A), yaitu level tertinggi surveyor yang terakreditasi IHO. Semakin banyak sumber daya  yang terakreditasi, menurut KSAL, dapat membantu perkembangan maritime di masa depan. Hal ini juga merupakan strategi untuk mengukuhkan Indonesia sebagai negara kepulauan. Penyadaran diri sebagai negara maritim, diharapkan dapat membentuk pemerintah dan masyarakan yang berorientasi pada masa depan. 

Perguruan tinggi sebagai pusat pendidikan membutuhkan dorongan  bagi keberlangsungan institusi guna meningkatkan kompetensi, kualitas, dan profesionalisme dari sumber daya ahli hidro-oseanografi yang dihasilkan. Eksistensi Perguruan tinggi dipandang tidak hanya sebagai pencetak akademisi saja, tapi juga sebagai pelaksana riset dan pengembangan. Kalangan intelektual yaitu akademisi, ilmuwan, pendidik, dan mahasiswa diharapkan dapat menjadi ahli dalam bidang maritim. Peran kerja sama perlu dikembangakan untuk meningkatkan kapasitas masing-maing guna menghasilkan teknologi tepat guna untuk masyarakat. Barang-barang yang sudah ada bisa dimanfaatkan untuk pendidikan.

Navy considers installing powerful railgun on destroyer within 2 years

Development of a futuristic weapon depicted in video games and science fiction is going well enough that a Navy admiral wants to skip an at-sea prototype in favor of installing an operational unit aboard a destroyer planned to go into service in 2018.

The Navy has been testing an electromagnetic railgun and could have an operational unit ready to go on one of the new Zumwalt-class destroyers under construction at Bath Iron Works.
Adm. Pete Fanta, the Navy's director of surface warfare, has floated the idea of foregoing the current plan to put a prototype on another vessel this year and instead put it directly on future USS Lyndon B. Johnson, though no final decision has been made.
"The Zumwalt-class is one of a number of options being explored for the electromagnetic railgun," said Lt. Cmdr. Hayley Sims, a Navy spokeswoman. "Due to the size, weight and power requirements, some platforms will be better suited for the technology than others."
Railguns use electricity instead of gunpowder to accelerate a projectile at six or seven times the speed of sound -- creating enough kinetic energy to destroy targets.
It's literal whiz-bang technology that holds the possibility of providing an effective weapon at pennies on the dollars compared to smart bombs and missiles.
There has been talk since the inception of the Zumwalt program that the massive destroyers would be a likely candidate for the weapon because of its power plant. The USS Johnson will be the third and final destroyer in the Zumwalt class.
The 600-foot-long warship uses marine turbines similar to those that propel the Boeing 777 to help produce up to 78 megawatts of electricity for use in propulsion, weapons and sensors. That's more than enough juice for the railgun.
If it's placed on the warship, the system could replace one of the forward turrets housing a 155mm gun that fires rocket-propelled projectiles.
For now, however, the official plan remains for the railgun prototype to be tested aboard a joint high speed vessel this year. But there are concerns that the plan may be pushed back into 2017, and Fanta suggested skipping it altogether.
The railgun, along with laser weaponry, are two futuristic technologies that Fanta said have evolved from being a matter of scientific research to one of practical engineering.
The Navy is interested in those weapons -- along with smart munitions that can improve existing naval guns -- because of their low cost as well as lethality.
"The Navy is determined to increase the offensive punch of the surface warships," said Loren Thompson, a defense analyst at the Lexington Institute. "To do that with a limited budget, it needs to look at everything from smart munitions to railguns to lasers."
The railgun discussion isn't widely known inside the shipyard.
Bath Iron Works, a subsidiary of General Dynamics, had no comment.
Shipbuilder Charles Davis said there was talk of a railgun when the yard began work on the first ship in the class, but he said there's been no discussion since then.
"They've been pretty tight-lipped about it," he said.

US Navy's pivot to Asia 'on track'

The Pentagon's rebalance to Asia is on track, with 60 per cent of the United States Navy's warships set to be repositioned in this part of the world in the next three years, a top US Navy official said.
Another 21 warships will be added to the US Navy's armada policing Asia-Pacific waters as part of the country's shift to focus on this region, Seventh Fleet commander Joseph Aucoin told reporters at a media roundtable yesterday.
These ships will be based along the US West Coast and in the Pacific, and will patrol waters that include the South China Sea where China's rising military might has unsettled others in the region.
Vice-Admiral Aucoin, who took command last September and is attending this week's Singapore Airshow, said he is also asking US Coast Guard ships to be more involved in patrols, as China increasingly deploys its coast guard vessels in these waters.
China's territorial claims to several islands are contested by Taiwan and four Asean countries - Malaysia, Brunei, Vietnam and the Philippines. Beijing has also been reclaiming land, putting weapons on a reclaimed reef, and warning ships and planes from other countries away from the area.
Vice-Adm Aucoin said he was concerned about the "professionalism" of China's coast guard vessels and felt that getting them to abide by a code, which US and Chinese naval ships now follow to manage unplanned encounters at sea, "would be a good thing".
The Seventh Fleet has 80 to 100 ships and submarines, including the USS Ronald Reagan aircraft carrier strike group, covering a large swathe of water from Japan to India. In contrast, Beijing's South Sea Fleet operates 116 naval vessels and has more than 200 coast guard ships.
But Vice-Adm Aucoin said the relationship between the Chinese and US navies is "moving forward in a positive way", with senior officers from both sides meeting routinely. He also revealed that he will be taking the Seventh Fleet's command ship USS Blue Ridge to China this summer.
He also hopes to conduct more multilateral exercises that involve a wider range of countries, including Sri Lanka, Cambodia and Indonesia, to strengthen relationships across the region.
Vice-Adm Aucoin noted that while the US Navy shares a good relationship with Singapore and routinely deploys its ships here, it does not want to build bases or "additional infrastructure" here.
"We are satisfied with where we are at," he added.

Pertemuan 18 Klub ISL Demi Penyelamatan Sepak Bola Indonesia

PALEMBANG - Pertemuan 18 klub Indonesia Super League (ISL) pada 12 Februari di Jakarta memfokuskan pada upaya penyelamatan sepak bola Indonesia yang mati suri. Pentingnya isu yang akan dibahas dalam pertemuan nanti sebagai reaksi atas nasib klub sepak bola di Indonesia yang saat ini seperti berada di ujung tanduk. 

Di satu sisi, klub tetap ingin mempertahankan eksistensinya di kompetisi. Di sisi lain, pemain malah menolak untuk merumput kembali apabila hanya bermain di turnamen bukan di kompetisi resmi selevel Indonesia Super League (ISL). Belum lagi para event organizer sebagai penyelenggara turnamen tak kunjung memberikan kepastian jelas jadwal pertandingan.

Sekretaris PT Sriwijaya Optimis Mandiri (SOM) Faisal Mursyid menjelaskan, masalah tersebut terus menjadi pembahasan para pengelola klub di Indonesia. "Kami (pengelola klub) selalu berkomunikasi membicarakan hal ini. Makanya pembahasan kita lakukan secara khusus dalam pertemuan 18 klub peserta ISL pada tanggal 12 Februari di Jakarta,"ujar Faisal.
 
Nasib keberlangsungan klub, kata Faisal, akan dipertaruhkan di pertemuan tersebut. Klub juga mengundang PT Liga Indonesia (LI) selaku operator kompetisi Indonesia dan PSSI sebagai organisasi tertinggi sepak bola di Tanah Air untuk mengadukan nasib mereka.
 
"Kita juga ingin kompetisi diputar. Atau turnamen bisa digelar bukan hanya untuk klub ISL, tapi juga Divisi Utama dan laga klub-klub amatir sebagai bentuk pembinaan. Kita harus selamatkan sepak bola Indonesia jangan sampai seperti ini,"ungkap Faisal.
 
Terkait penolakan Asosiasi Pesepakbola Profesional Indonesia (APPI) terhadap turnamen, Faisal juga tidak mau memberikan komentar. Terlebih lagi menjatuhkan sanksi kepada pemain Sriwijaya FC (SFC) apabila ikut terlibat dalam penolakan bertanding di level rendah seperti turnamen.
 
"Kita juga tahu harapan mereka sama seperti kami. Semuanya harus dipikirkan matang dan disikapi dengan benar. Makanya kami (klub SFC) belum mau memberikan komentar terkait itu,"pungkasnya.
