Former Labour Defence Secretaries warn military spending must be increased

In a letter to the Telegraph, Lord Hutton of Furness and Lord Robertson of Port Ellen, warn the Armed Forces face damaging cuts unless the new Government increases military spending after the election

British soldier to be questioned by Iraq war crime investigators

The promised increase of 1% in the equipment budget for the MOD over the next Parliament won’t be enough to avoid further de-stabilising and damaging cuts to the armed forces

The issue of defence has very suddenly become a general election issue. Not before time.
Five years of cuts to our armed forces combined with a steady increase in recent times to the seriousness of the security threats we face has created a genuine debate about how we should equip and resource our national defences in the next Parliament.
Many leading commentators both inside and outside the military are now warning that a further round of cuts would grievously threaten the capability of our armed forces to meet these growing threats to international peace. There is talk for example of an army of only 50-60,000 soldiers. We should take these voices very seriously indeed.
In issuing these clear warnings, Sir Peter Wall, Lord Stirrup and Sir Michael Graydon have rendered a valuable public service.
It is time now for all of our national political parties to reflect on the growing consensus that we will need to do more in order to maintain efficient and effective armed forces.
How can we best make sense of the competing demands for scarce public resources?
There are three steps to a rational process of policy making in the defence space.
First, we should recognise that the next Strategic Defence and Security Review (SDSR) is the right place to decide these priorities. It is here that we can conduct a rigorous analysis of the defence threats we face and where we can piece together the necessary force structure to meet them.
The SDSR must be a threat based and not a resource led review.
It will not be easy to do this against a continuing backdrop of austerity.
Public spending will be necessarily constrained by the need to reduce the current deficit – itself a threat to national security.
Second, and most importantly, credibility of the SDSR will be fatally compromised if the necessary resources to implement its recommendations are not provided by the next Government.
This is the issue we should all be focused on.
Calls for a minimum expenditure on defence of 2% of GDP, although perfectly understandable, are unlikely to get much support in any of the major Parties as the implications of this would be enormous for other Government Departments.
Malcolm Chalmers from RUSI has pointed out, spending 2% of GDP on defence could probably involve an extra £20 billions over the next Parliament.
It is not clear to us whether these additional resources would be the right amount to spend if these resources are not necessary in order to meet the SDSR analysis of the international security situation.
But whatever we need to implement the SDSR strategy must be made available to the MOD.
Anything less than this would be a complete betrayal of the national security interests of the United Kingdom.
The promised increase of 1% in the equipment budget for the MOD over the next Parliament made by the present Government is to be welcomed.
But it won’t be enough to avoid further de-stabilising and damaging cuts to the armed forces.
And in the short term there must be no irreversible changes in UK defence capacity – like further troop reductions.
It is becoming increasingly obvious that the overall budget will need to be increased – by how much will be determined by the SDSR, as long as it is allowed to concentrate on the level of threats we face.
This brings us to our final point. All politicians cite national defence as the number one priority of Government.
Now is the time to prove it. We hope all of our major political parties will commit to fully funding the next SDSR and in so doing, give our armed forces the tools they need to do the job we will ask of them. It will not be easy and tough leadership will be necessary. But this goes with the job and is the least we should ask of our political leaders at this time.

Obama: Solar Program to Train Troops for Civilian Careers

WASHINGTON, April 3, 2015 – As the solar industry continues to create new jobs and spur the economy, President Barack Obama announced today at Hill Air Force Base, Utah, significant strides to prime separating service members for entry into the workforce.
Obama reported an overall goal to train 75,000 workers for the renewable energy industry by 2020. “As part of this, we’re creating what we’re calling a ‘Solar Ready Vets’ program,” he said, “… modeled after some successful pilot initiatives … established over the last several years.”
Hill is one of 10 military installations slated to participate, he noted. Solar Ready Vets, the president said, is “one of the many steps we’re taking to help nearly 700,000 [service members,] veterans and military spouses get a job.”
“As part of this effort, we’re also going to work with states to enable more veterans to use the Post-9/11 GI Bill for solar job training,” he said.
That educational funding would enable more veterans to participate in the job-driven training program. The solar industry, Obama said, offers “good-paying jobs.” He added, “Today what we're going to try to do is to build on the progress that’s already been made.”

Training Initiatives Expanding
Solar Ready Vets is underway at Camp Pendleton, California, Fort Carson, Colorado, and Naval Station Norfolk, Virginia, all of which announced pilot initiatives earlier this year.
The Energy and Defense departments are joining efforts in the Solar Ready Vets initiative, DoD officials said. DoE’s “SunShot” Solar Instructor Training Network will leverage DoD’s Skillbridge, a program that allows service members to participate in job training -- including apprenticeships and internships -- beginning up to six months before they leave the military.
Under the program, service members will learn how to size and install solar panels, connect electricity to the grid, and interpret and comply with local building codes. According to White House officials, the accelerated training will prepare troops for careers as installers, sales representatives, system inspectors and other solar-related occupations.
National Security Includes Economic Security
“One of the most important aspects of national security is strong economic security,” Obama said. “We can’t maintain the best military that the world has ever known unless we also have an economy that’s humming.”
The president related the importance of private-sector and government collaboration to grow the nation’s economy by rebuilding infrastructure nationwide, and investing in education and job training to boost growth in the United States and create the Force of the Future.

Employers Eyeing More Veterans
The president noted that the solar industry is adding jobs 10 times faster than the rest of the economy, making it a promising prospect for veterans. “Employers are starting to catch on if you really want to get the job done, hire a veteran,” Obama said.
Hill, Obama said, leads by example in energy innovation, with the base getting 20 percent of its overall energy through renewable energy sources and contributing to overall DoD efforts to save and redirect funds to training, personnel and equipment.
“What is true for DoD has to be true for the entire country,” the president said. U.S. energy is “going to provide enormous prospects for jobs and careers for a whole lot of folks out there if we continue to make this investment,” he added.

Unprecedented Private-sector Job Opportunities
Obama noted that businesses created 129,000 new jobs in March, totaling some 3 million jobs over the past year and more than 12 million new jobs over the past five years. That trend, he said, is the longest stretch of private-sector job creation on record.
Still, Obama asserted, the nation must be relentless in pursuing a strong economy and connecting qualified people to good jobs.

A Personal Message to Hill Air Force Base
The president also delivered a personal message to Hill Air Force Base airmen and civilians.
“Every single day, your work keeps our Air Force ready to meet the many threats that are out there, threats like [Islamic State of Iraq and the Levant],” the president said. “You support our troops, our humanitarian missions around the world, and you keep the American people safe.”

Joint exercises put U.S. Navy at Russia's doorstep

The Pacific may be a priority, but the Navy is waving a pretty big flag at Russia's front door.
The destroyer Jason Dunham entered the Black Sea on April 3 in support of Operation Atlantic Resolve, a series of NATO drills launched more than a year ago. Designed to strengthen security in response to conflict in Ukraine, a number of other ships have participated in the operation, to include the amphibious command ship Mount Whitney, frigate Taylor, cruiser Vella Gulf, and destroyers Truxtun, Donald Cook, Ross, and Cole.
The Army also deployed 750 tanks and thousands of troops to Lithuania, Latvia and Estonia "to deter Russian aggression." Moscow is none too happy with what a Russian Foreign Ministry spokesman called "an unprecedentedly dangerous step."
Meanwhile, the destroyer Porter and cruiser Anzio are running final divisional tactics maneuvers as they draw near Scotland, where they will participate in Joint Warrior, Europe's largest military exercise — again, designed to deter Russian aggression.
The exercise features 12,000 war fighters from 15 NATO countries and partners, to include roughly 60 warships and submarines, more than 100 aircraft, and nearly 3,000 ground forces. The cruiser Vicksburg, destroyer Donald Cook, dry cargo ship Medgar Evers, and elements from Patrol and Reconnaissance Wing 11 and Helicopter Maritime Strike Squadron 48 will also participate.
Because so many wanted to get in the game, rack space is a hot commodity on Anzio. The ship left Norfolk on March 27 with nearly 70 extra crew members from 14 commands. Porter had some extra passengers, as well, but fewer in number since the ship will homeport in Rota, Spain, when the exercise ends.
